Multiple Referenda and Multiwinner Elections Using Hamming Distances: Complexity and Manipulability

چکیده
We study multiple referenda and committee elections, when the ballot of each voter is simply a set of approved binary issues (or candidates). Two well-known rules under this model are the commonly used candidate-wise majority, also called the minisum rule, as well as the minimax rule. In the former, the elected committee consists of the candidates approved by a majority of voters, whereas the latter picks a committee minimizing the maximum Hamming distance to all ballots. As these rules are in some ways extreme points in the whole spectrum of solutions, we consider a general family of rules, using the Ordered Weighted Averaging (OWA) operators. Each rule is parameterized by a weight vector, showing the importance of the i-th highest Hamming distance of the outcome to the voters. The objective then is to minimize the weighted sum of the (ordered) distances. We study mostly computational, but also manipulability properties for this family. We first exhibit that for many rules, it is NP-hard to find a winning committee. We then proceed to identify cases where the problem is either efficiently solvable, or approximable with a small approximation factor. Finally, we investigate the issue of manipulating such rules and provide conditions that make this possible.

Manipulation of Hamming-based Approval Voting for Multiple Referenda and Committee Elections
Several methods exist for electing committees of representatives and conducting multiple referenda based on approval voting. Recently, a family of rules for approval-based voting using ordered weighted averaging was proposed in [1], ranging from a simple candidate-wise majority (minisum) to egalitarian rule (minimax). Even though the first rule is strategyproof and the second is not, due to its...
متن کاملComplexity of Strategic Behavior in Multi-Winner Elections
Although recent years have seen a surge of interest in the computational aspects of social choice, no specific attention has previously been devoted to elections with multiple winners, e.g., elections of an assembly or committee. In this paper, we characterize the worst-case complexity of manipulation and control in the context of four prominent multiwinner voting systems, under different formu...
متن کاملComplexity of Shift Bribery in Committee Elections
We study the (parameterized) complexity of SHIFT BRIBERY for multiwinner voting rules. We focus on the SNTV, Bloc, k-Borda, and Chamberlin-Courant, as well as on approximate variants of the Chamberlin-Courant rule, since the original rule is NP-hard to compute. We show that SHIFT BRIBERY tends to be significantly harder in the multiwinner setting than in the single-winner one by showing setting...
متن کاملOn Coalitional Manipulation for Multiwinner Elections: Shortlisting
Shortlisting of candidates—selecting a group of “best” candidates—is a special case of multiwinner elections. We provide the first in-depth study of the computational complexity of strategic voting for shortlisting based on the most natural and simple voting rule in this scenario, `-Bloc (every voter approves ` candidates). In particular, we investigate the influence of several tie-breaking mec...
متن کاملThe Complexity of Multiwinner Voting Rules with Variable Number of Winners
We consider the approval-based model of elections, and undertake a computational study of voting rules which select committees whose size is not predetermined. While voting rules that output committees with a predetermined number of winning candidates are quite well studied, the study of elections with variable number of winners has only recently been initiated by Kilgour [18]. This paper aims ...
